A building with dental office in the basement (as it shown on photo) doesn't look like medical a center, you know. Also it doesn't look like a direct hit. Is there a chance that it's a poor work of air-defence with missile fragments landing at this area?

Direct hit with 3/4 windows left undamaged. May be it's a medical center with dental office in the basement, more info required. Still shitty work of air-defence. This clearly wasn't a target.
