Why questionable quality? Preventing infection was never the primary goal of the vaccines, it was a welcome secondary effect which was blown out of proportion by hawkish politicians and public health experts who were hell-bent on preventing every single infection.
They're doing a good job at preventing severe disease and death. Israel is letting the virus rip, some 20ish percent of the population getting infected in a single week is completely ridiculous. Also, they do not have the highest vaccination rate, not even close:

If I'm not wrong "Partially" stands for 1-3 doses in Israel, and "Fully" stands for 2+2 doses.
Compared to the rest of the world where "partially" stands for 1-2 and "fully" stands for 2+1.
Which is why Israel's doses might look average, while they actually got massive 2+1 but they're not labeling it as fully vaccinated.
So the "FULLY VACCINATED" graph would still put Israel in the same chart with everyone else, disregarding the fact that their 4 vaccines equal 3 vaccines everywhere else.
