Not true, Russia can't and won't allow the transport for now because Ukraine planted sea mines all over the place. It all came out in a cringy moment in German media. German among other EU politicians were asking Russia to allow transports. They said they could do it with the ships from Turkey as a mediatory nation but then the sea itself around the coastline was dangerous due to the mines. One paragraph later, Selenksy was complaining Russia was blocking the export but
he was against demining the coastline, for he was afraid of Russian attacks through the see 
Verdict: Ukrainians were the ones who mined the transport way. Grain transport isn't safe with mines around. The only way to transport them now is through railway which Ukraine doesn't have (for personal transport yes, for large scale grain transport, nope).
