That's because your country was not at an actual military threat and because the war in Afghanistan was a bad idea from the get go. Germany sent some token forces to AFG, but our heart was never in it.... and rightfully so!!!
Similar story with the war in Iraq - Germany was not alone in its refusal, half your allies outright refused allegiance. In the end, the "coalition of the unwilling" was right; the Iraq war was a costly disaster and the evidence your country's leadership presented to convince the rest of the world of their ill-conceived war turned out to be entirely fabricated and nothing but lies.
Somehow I doubt that the rest of the world would be too keen for Germany to declare "our fighting days have begun anew". ;)
Nice fairy tale. Just fyi: Hamburg is 70 kilometers inland, connected to the actual sea by a not-that-broad river. A navy sailing up toward Hamburg would be a sitting duck - a single one of our Panzerhaubitze 2000 heavy artillery could sink an entire navy from 50km away while they try to approach the city. You might be stuck in 1814-era thinking when the British seized Washington D.C. and set the Capitol on fire...
Seriously? LMFAO. The war in Afghanistan was an EXCELLENT idea. Just because we were there for too long doesn't mean that we shouldn't have bombed the living shit out of a country harboring terrorists. Your heart wasn't in it because your country was completely neutered for decades (and still is). It's going to take a catastrophic event for your society to grow some balls.
Obviously my scenario is completely ridiculous but I don't think you would attack the Russian Navy if it was a sitting duck because you'd be too scared of economic consequences. Soft times produce soft people and hard times produce hard people.
