Does it or does it not say anything over 5% chance to cast is banned?

Does fire stun the opponent or does it not? Do melees guys sneak in fire damage charms in their inventory? Do amazons stack fire damage charms with faith bow?

I know y’all all think oh wow a pretty shield that ruins all the builds in the game “besides a fort and any shield build, I’m currently using a 48 Ed st and walking your 465 Ed Phoenix shields down” is ideal, but it’s simply not allowed to be used and will be banned on the next new ladder.

Fort 300% Ed
Any shield 2 skill = 63% ed and 65% ed base
Shako 1 extra point = 30% ed


Now this is not including the enigma str and 2 skills, but it is easily outweighed by rings and ammy on the fort build bringing my character to a higher life breakpoint, winning by 1 smite everytime.

End of story, I own the meanest shield in the game, get ready, y’all gonna all die to me yet again.
