Right now the republicans are on board and the democrats aren't.

In 2013, the republicans shut down the government and held it hostage with a policy demand. The democrats were willing to keep the government running without any demands, the republicans weren't, hence the tea partiers were responsible


Who is it who wants a change from the previous year's budget/laws?

so who exactly caved to what as part of this deal?
the reports are that McConnell is offering to table the immigration bill and if that falls through, that he'll take up a separate bill
But its not very specific on what the agreement is.

If its an agreement that they'll just keep negotiating on both bills and haven't made any promises beyond the immigration bill vote, then the democrats folded
If the agreement is that the senate will be guaranteed to vote on the DACA bill in isolation if the immigration bill falls through, then the republicans folded- because then the republicans gave up their demands and leverage, and the democrats would need only to scuttle the immigration bill they didn't want anyway and be get the vote on DACA that has enough republican support to pass.
/e of course even if they did force the senate to take up the DACA bill in isolation, the house could reject it, and mcconnell can't promise it getting tabled in the house. I think that's what they went with

CHIP gets 6 years. Government reopens, no other concessions except McConnell promises to look at immigration(DACA). He has 3 weeks to come to a deal or it'll close again. But at least the children are fine for 6 more years. Can't use soldiers or children for the narrative anymore.
