Only in Connecticut. Also those convicted of a felony are prohibited from purchasing it. They tried to push H.R. 378: Responsible Body Armor Possession Act in 2015, but it didn't go anywhere, they tried to do the same in 2014, also didn't go anywhere.

Made me giggle trying to picture Dianne Feinstein draft legislation containing a list of cosmetic accessories to trucks that make them a danger to the public because they look scary or cool. First thing that came to mind, spoilers and aftermarket mufflers have got to go, it applies to cars as well since they're for assault cars.
