Many departments do, they just acknowledge institutionalized racism as the issue, and understand that fixing that is a multi trillion dollar endeavor which starts with schools and ends with economic development in economically stagnant areas.
Sure actual racism is also an issue but its underlined by the real world circumstances that present clashing populations. For that reason actual unfair racism will continue to permeate until the underlying issues are fixed in some fashion or another.

I think it was a bit of dry sarcasm eluding to stories with dead people being more "news worthy". I agree that its a big story based just on the ridiculousness of the circumstances but imagine the protests if he died, it would be objectively bigger news.
