Thought it was a movie but I'm not 100% sure. The ghibli movies are well-known, this is something more obscure. Been having a hell of a time trying to figure out what it is. Somebody floating in under an umbrella doesn't narrow it down?

One scene? Eh. It's kinda hard. Also been looking up different kind of convertibles in 90s anime; as well as female protagonist anime of that time. Not going to give up just yet though.
