Have you tried force closing all the apps on your phone and bringing them back up? Looks like your screen is failing or a secondary app window opened and its messed up.

well its happening now on my computer as well, what the heck is this lol

I forced It, still hapenning

But on Chrome only looks like, firefox good for now

Looks almost like the chrome magnifying glass but it's broken. Idk how to help you here so maybe someone else will chime in.

Does it persist on chrome if you login using an incognito window?

I restarted computer and looks fine now, happened during a youtube video but its weird
