I would go with building your own.
There is a certain satisfaction that comes with a finished build.
Just make sure all the parts are compatible. If you go this way don't skimp out on a PSU (and avoid gigabyte psu's)
Do some shopping around find parts that fit in your budget and what you plan to do with the PC.
Also don't let anyone shove their team red(amd)/blue(intel)/green(nvidia) bias on you. For instance, if you ask me, I would tell you to go AMD all day, but I am an AMD shill.
Building a PC is a highly personal deal, and full of opinions from others.
The most important thing to do is make sure your parts will work together. From PSU to Case everythings gotta fit.
Just remember 16gig ram 3200 speed (DDR4) should be your MIN target.
And a GPU with 8gigs+ vram should be something to look for.
Oh and don't buy a retail version of windows, you can get a key for $10-30 online easy. Save yourself some money there. Hell you don't even need a key if you can handle that stupid windows "watermark"
One last note, remember there is nothing wrong with getting parts from 2/3 (or more) years ago.
