is there any way to get a new character rush or good gear drops or some kind of boost to catch a new player up?

Paying irl money is the only way, game isn't really designed for being able to get boosted besides just buying gil I guess

Basically you can buy a near max character with gear for pretty cheap on the games real money website, the thing is you'll have hundreds of hours worth of story to go through. You can buy passes for those too, but they are a bit more expensive. You'll miss the story (which many say is the best part)
