this is kind of bizarre. Countess doesn't have an upgradable TC table that I'm aware of so she shouldn't be able to drop anything past Lo even if shes lvl 99. Unless the 'Act 2 (H) Good' table is somehow upgradable.

My understanding is the same; assuming the character that created the game has high enough lvl, the monsters will have high enough level to drop anything.

The only exception is superuniques who have hard-coded drop tables. Even there, they might be able to drop some items they wouldn't be able to drop previously if there were items that were in their drop table but the superunique didnt' have enough lvl to drop the item.
