seems like terror zones are kinda nuts, but depends on the level a bit. low level: chaos better, high level: terror zone better as far as i can tell.
currently i'm lvl 88 and public full chaos/baal games is much faster exp than p1 terror. going solo and doing p8 terror in those full games is pretty close if you can clear fast.
As you start getting past level 90 tho, terror zones are going to be better to keep you in that 5 level optimal range of monsters, and the difference will get bigger for every next level.
MF in terror zones is probably better than chaos at higher level as well, as any monster can probably drop any item at some point(maybe lvl 87+?). Map density will make a difference, tho. But chaos gets the boss kill which is nice.
