Yes, as it will not be random boosting anymore and will remain at a stable hz. It may run a couple degrees warmer than normal in general, but that temp is more than adequate and you shouldn't see the same spikes.

Firstly, I would just try the thermal compound as WWI mentioned. If it continues, try step 2 with the bios hz clock speeds.

So i gave my PC to a service today they changed Thermal paste , The CPU Fans , and a fresh original Windows 10 instalation

I told them about that issue they said that it might be something normal so i guess the thing from post #7 is true , the CPU temperature rise still happens!
