Read your listed "minimum to skill up" (which is no longer the true min)

Add two Tiers then subtract one affix to find your max.

So for you at rank 15 the listed min is T5 Magical.
Add two Tier gives you T7 Magical
then subtract one affix takes you down to T6 Unique

But lvl 15 is Magical T4's and ur max is actually not unique T5
It would be what ur max was the last rank (so Epic T5 should be ur max)

Easiest would be to look at it as -1 rank(your previous) + 2 tiers.
