It also saids here that season boosts will be available free for all players whether they purchase the season pass or not, the way I interpret it is if you level a character up to i.e: paragon level 500 then you unlock a boost to speed up the next character you want to level up,
it's not pay to win if free-to-play players get the same features as well.

However it is still too early to determine how the system would be implemented, perhaps it'll be like a season pass in Apex Legends or Teamfight tactics.
