I'm gonna explain the Blizz Build hope it helps:

The goal is to go to -195 all resistance at cold mastery so Diablo Clone got 95% resist cold. 95- 195 = -100. You can go below 0, to - 100. So you got a Blizzard at 8k and -195 cold mastery... so you are doing 200% damages. 16k blizzard + crazy ice blast between each blizzard every 8 frames.

There is 0 point in fire in my build just the point of tal rasha's, no warmth.

Just TP and Static field.

Then everything for blizzard, synergy ,1 point in frozen orb, put cold mastery at -195.

Everywhere I'm listening errors about cold build... In stream(Twitch), there, in game...

So for me it's the best blizz build in PvP + PvM.

Your budget is enough to get "the best mf char" but you have to be more specific about what you are mfing for. Are you trying to complete a grail? Find runes? etc...

Pitzerker. It's incredibly cheap and without a doubt the best mfer build in game. 70% chance to hoark now is easy to get. If you really want the best mfing build the pitzerker is it.

Yes I take back what I said. This build can hork p1 trav, pindle, and elite snipe many of the 85 areas as well as run keys, and seal pop chaos. So no matter what you are after this is #1 except perhaps item bases?

2 x 200% fcr sorceress with skills of choice and do quest bugged diablo + baal runs.

tesladin can easily build up 550mf , i can clear chaos in 90 second baal 180 seconds. My gears are around 10k i think
