So my question is, is the 200 fcr breakpoint 5 or 7 frames ?
And is there a 7 frames breakpoint at 152? or does that not exist ?

If i put in 200fcr with the calculator found at https://diablo.fandom.com/wiki/Faster_Cast_Rate
i get as a result 7 frames. ?

So does is warcry an exception to the rule or is the info on 1st picture just wrong

i have never seen the first one so far. use d2 fandom (third picture) for item stats and breakpoints, has been perfectly accurate for me so far. the archive version of d2 fandom also has some amazing databases. amazonbasin is my source of choice for more complex questions.
but keep in mind that these sites are made for old D2 and might not get corrected if blizzard changes breakpoints and stuff for D2R
