Would this be any good as a budget JSTOD?

Whats jewels/runes should be in it if its any good? Or would it be better suited as a knight's mod spirit?

Phoenix for d2r as they’re removing the firestorm delay from it

Gonna be best smite vs smite shield and beats jstod a million times

And a phoenix isnt good now because of the firestorm delay? Im confused, but also don't SvS or vtpk much so not sure what shield is mainly used, but I suppose it's JSTOD right now based on what you said

No it’s rly bad on smiters atm, iirc it’s alright on a zealer as you keep zealing through the firestorm. But the 40% firestorm interupts your smite spam every time it procs, so it’s rly bad actually
