I will be happy to send you a link to a youtube video where it was technically calculated and proven that doing chaos by itself is the fastest way. You can absolutely combine chaos runs with baal minions, however, make sure not to waste time killing baal himself.
Additionally, a nice little bonus that people often forget about is Ondal's Wisdom staff, which I believe is the only weapon in game that gives you +5% to exp; combine it with a cheap anni x/x/10 and you have a solid 15% boost which is quite nice.
My recommendation is get a full party, equip the staff and the anni and focus solely on chaos. If you can find a quick xp shrine in cold plain/stony field - good, if not - don’t waste too much time looking for it.
