There is gimp that is one of the free software close to photoshop
Personally i tried cc 2019 and i went back to my cs5...
Theres no major difference..
But depends of what you are wanting to do..
Gimp/photoshop are the most common..
Some guy use sketchbook but i thinks its not free this one

Affinity, Affinity, Affinity!! Every time.

It is very similar to photoshop without crazy fees or subscriptions. One time fee of I think 50 per program. I got all of mine for I think 60 whey they were on sale (happens all the time).
