I think it is mainly a question of reputation. I would assume flatter has been collecting these items since launch of the game or something. He also apparently pays quite well so people are happy to sell to him. It is bit like people with old money and new money. Old money people won't let new tech millionaires in their circles just because they have money all of the sudden. They let them play the ball once they have established their position in the community.

i think one has right to sell how he finds best for him. if he gets less fg because of it, is his loss. i also believe that you have every right to turn down trade with someone without even stating a reason...
i dont see any problem that he sold that charm via pm. he might aswell just give it to him and it still would not be a problem here lol
