I think it is the seat of consciousness.

Consciousness isn't something that is localized to any particular part of the brain.

in my brain there are areas that are capable of generating fear, anger, hatred or whatever.
And there's a part of my brain that's able to ignore these powerful emotions. It is this part that is for me the seat of consciousness.

Then the "consciousness" as you are defining it, is your frontal lobe. That's where your executive functions are created. Social interactions, planning ahead, emotional suppression, etc. are all done in the frontal lobe.
