If that is USD, that is like $150 for me, hell no, some of our game prices are just under $100 now, ain't going to buy it at that price.

Register the IP Address with your locale with your CD key for playing the game... that should deter it more, also, when CDkeys are active, and the IP address is backtracked, they can see how many CD keys are in that same location... ouch, goodbye D2R party at my place.

Also, any internet cafes' have to register as a Company, and only 1 CDkey can be used for personal use in the office...

Not really sure if this would work, but backtracking IP addresses with the CDkeys should reduce botting.
