What is and isn't your in-group depends on societal context. Are your neighbors? Lots of people would say yes. Are your family? Some people hate their families because they are abusive or something else. Are people of your race? I'd say most people say no. My neighbors are black and I'm white, and I'd see them as more of my in-group than most white people since I've never met most white people.

So it's not as simple as in-group vs out-group. What you define as your in-group is variable.

Food, culture, beliefs, religions, etc don't have feelings or have the intellectial capacity to understand the concept of racism. Humans are emotional beings and you airing your genuine disdain for a race will generally elicit an emotional response. It's just how our brains are programmed unless you are born with a lacking amygdala. For instance, do you believe that blacks being perpetually called the n-word a century ago is mentally uplifting or justified? If you were black and every time you go to work, some of your based workers called you the n-word and make black jokes on a daily basis, I'm willing to bet it will get to you eventually no matter how much apathy you believe to have.
