How can second/third place be empty but multiple people got 30k+?

Do you need 100k+ exp to qualify or so?

Rules are: Minimum of 250k exp is required before being eligible for a prize for EoC Skill Competitions. Minimum of 50k exp is required before being eligible for a prize for Old School competitions.
