They would have been able to Absentee Vote. They have always had that option. Changing the other rules is unacceptable though, and sending mass mail ballots that have no chain of custody was a known disaster waiting to happen. Every legitimate vote that was received in the Constitutional timeframe, the day of, should be accepted, reviewed and processed.

He also expressed his concerns several times as did AG Barr. I don't believe they could do anything. They didn't have SCOTUS. That's the problem.

If there was something he could have done, definitely should have happened. This is a shit show, as expected. We already saw issues with the Democrat Primary beforehand.
