Says i need rank 25. Does that mean I need to be strong enough to complete grift 25?

It’s been a while but I believe that just means you have to level the gem to 25+ at the NPC at the end of Greater Rifts.

It won’t activate it’s abilities until it’s rank 25, sorry if wrong.

You need to level it up to rank 25 to unlock the second ability. After the greater rift talk to Urshi to upgrade 4 times or 5 times if you pay the gold at the start. You need at least 10 lvls higher greater rift to have 100% chance to upgrade your gem keep in mind. So you should do lvl 35 for 100% chance.
