I know those gloves used to happen a few years ago especially within the merchants store. I cannot get anymore those gloves as magic version for some reasons. Does it mean my stats are still low to get those gloves as high as 40% IAS added ?

I didn't do screenshots of any sort about these items back in the days, but however this screenshot won't never happen at this time because once the game has been successfully uninstalled, it automatically deletes the files inside the folder including the screenshots. I can remember about those Vampirebone gloves of velocity with 40% IAS added and I recently saw a weapon in the latest game with 40%IAS (where the base name was velocity).

If you are talking about single player, it is possible you got it from open battle.net, where things are very questionable.
