i read rulez once and preety simple but 1 thing there is strange to me, why you give nec only 5 skelee? his total from items + sks is about 16-18 and you let only 5 . Its like taking 60-70% character potential away : )
Maybe stack of skelee + merc + golem is danger but dont forget nec have to tele stright on hero often opening himself for counter. Not sure how long you orgiznizing such a events but i think nec on that rulez look little poor.

this rule was from a 1v1 tournament in the past where most characters were hammerdins and the skeles would make duels take forever.

Also the person who made the rule was the only one using necro in that tournament and killed multiple people while only using 5 skeles.
