After looking into the situation, your login access is restricted until 06/19/2020. These generally occur if you're connecting through a VPN or a Business ISP. You connected with a VPN.
When you connect to the game, we only support standard residential internet connections. If you use a business network, cloud hosting service, VPN, or Proxy connection at all, you will not be able to play the game for at least 2 weeks. Keep this in mind when switching connections in the future. Stick with your normal residential internet connection. You will need to wait until this restriction is removed to connect.
i was not even thinking i bought a new laptop and setup an downloaded d2 after i set it up as private network rather than local/residential...
