a white buckler is a better shield than phoenix. Merc should use might if you need him to kill immunes otherwise freeze

the firestorm procs reduce your damage because you can't attack while it casts and other shields with facets in it or even spirit at least boost your java damage. The only viable option for phoenix if you really want it is to have it on cta side and swap when you want the redemption then go back to main shield

each time firestorm triggers, it disables all your skills for up to 11 frames
it can trigger on each of up to 5 collisions per fury toss connecting with monsters, disabling you a bunch
furthermore using any shield means you can be put into blocking animations, which interrupt your throw/cast animations, which might not be interrupts by most monsters who can't even FHR you on a successful hit.
