I think ferdia's rules are honestly about as good as we can get for a starting point, so many tours of data went into those.

I don't see anything in there that i'd be in disagreement with, and for pub duels people can get built up and then see how they'd fit into those requirements for a tourney down the line

While I agree, a few people said it needed updating. For the most part everything i posted is pretty much from Ferdia and Perz's original rules.
Tele charges have been allowed instead of character specific, which opens up a lot for builds that simply couldn't compete. While it will make things very interesting with a lot of builds, it gives those that could never stand a chance a little more hope without the huge addition that Hybrid runewords added.

Bowa and fb sorc are going to be top dogs. Im going for style points though on my odd build
