its for the new gpu, and you'll want a dedicated card for games.

Seeing how I built my current computer, is it possible to buy a mobo / cpu combo that is comparable to those prebuilt i7-3770 within the same price range? Then I can still use my psu/ram/case /hd

Would a ryzen 3 3200g, new mobo and ram upgrade enough to play the games he's wanting? Would only cost about 240 or so + tax and what not.
Wouldnt have to upgrade psu or anything, just wouldnt get to use a few features like the 3.0 headers for case.

I've only looked into the ryzen 3 a little but seems the intergrated graphics seems decent for less demanding games.

if you're "only" playing diablo 2 and agario. you won't need a dedicated gpu.
720p+ video may increasingly start to stutter throughout the years though.

it does have the HD 4000

So what's the difference between buying a premade with the i7 and integrated graphics, getting a new board and cpu with integrated graphics for mine, and my current setup with apu?

pending on a lot of circumstances, a lot.

if your current pc is having issues with things it didn't used to, you can try:
formatting HD and reinstalling windows
clean your pc components, as well as replace the thermal paste of your cpu.

if that doesn't get your pc back to it's old self, the components have weakened through use.
you could just try buying a cheap gpu to add to your rig, but it could be something with mobo or RAM for all i know at this point.

something to note, most pre-builds are cheap because they use cheap parts.

edit: i can suggest trying to run CPUID's HWMonitor and see if you notice any spikes from a specific component during use.
edit 2: i have a 12+ year old pc that runs diablo 2 and agario just fine. it's only a duo core AMD without a dedicated gpu.
these games should run without issue from component tbh.
