so my computer is either wrong sound card or configured wrong

i bought the comp from a person who makes them

i used my old speakers and monitor

i recieve annoyance with my sound going very very quiet for hours or seconds on end and when i adjust to hear it then randomly its so loud the neighbors call the cops on me.

Sounds like a loose speaker jack. <---- This happens a lot.
Try wiggling it around a little, see if you can get stable sound volume.
If it's not that, it's probably a dying sound card (chip) or dying speakers.
