1 frame = ~0.04 seconds. so he should be recovering about 0.16 seconds faster using the shael rune (IF he gets thrown into the FHR animation, which is another formula altogether). I have never tested this personally.

I would go with the 15% ias jewel only if it will help him hit the next IAS breakpoint. this depends on the weapon he is using / other ias% on gear. check the d2 Kalkulator

but check your ias breakpoints first because that may be your best bet. unless it doesn't help you hit the next breakpoint, then it's totally useless.
