Gee maybe it could have something to do with the armed robbers who were shooting people

Yeah surely there wasn't a better way to approach the situation than magdumping on a freeway.

Set up a perimeter, block the road both ways, try to communicate.

I'm not a security expert nor a professional in that field. Yet I have a very hard time believing this was the best way the incident could be handled by the police. The police knew there was an innocent guy in that UPS truck. Adding on to this that they used civilian vehicles as shields. They could have negotiated from a distance, or literally tried anything else other than shooting where they know an innocent guy is being held hostage.

I'll add on to this that surely in the city of Miami there is a highly trained specialized unit that is used to and trains for these high tension situations. Let them deal with this.

They communicated with gunfire, and drove through 'the perimeter'. The car chase was only ended when they were literally surrounded by cars in the traffic and unable to bust through them. There was no single road to block, its a chase that spanned 24+ miles with them getting on a freeway. They fled in one truck for 20 minutes, then hijacked the UPS truck and got on the freeway.

What's their "perimeter" supposed to look like, a 100 mile diameter ring of barricades?

Even if the cops were being shot at I don't see the amount of force used as proportional. Cops were willingly endangering civilians solely to save their own hide by magdumping the truck with civilian vehicles behind it. Which is not very police-like to me. I don't see any bullet holes in the cop cars/civvie cars they hid behind. If they magdumped out of fear/adrenaline, they are not trained well enough for these situations, and should leave it to the professionals.

Cops protect the corporate elite. Not the Proletariat

Your cops live in a country with a culturally exacerbated individualism where even the mentally ill can get a semi-auto rifle.

Its a shootout. There's no concern over "proportional" use of force, its armed robbers that have already shot people and are speeding down a highway shooting at cops.
Police training for these types of situations is to immobilize their vehicle and fire on it until they stop moving.
