Curious if there are penalties to using a rod out of your level range.
Also does durability affect the speed of fishing and amount of reels that have to be performed.

for good exp, its best to fish your fishing level with the closest lvl rod.

in example: if your rank is 14 fishing, you fish for lvl 15 fish and should a lvl 15 rod. There's no real penalty, just a little slower if you fish above your level or use higher tier rod.

But if your level 11, fishing for lvl 12 fish. Id probably till use a lvl 10 rod but a lvl 15 it still works almost as good.

I assume its the same since the change in fishing rods. So that if your durability bar hits zero then you dont lose the rod itself. Anywhere from 7-15 dura is permanently taken off the rod. In reference to second question, the higher the dura the longer it takes the durability bar to empty per fish.

Its best to just keep a handful around and use them up.
