So i just recently got back into working out.... although i feel like i'm gaining in strength, but my muscles are shrinking.... I want bigger muscles, i wanna bulk up, i'm not too concerned about losing fat...
My question is why am i getting smaller? What am i doing wrong?

you mention nothing of diet which plays a larger role here than working out...

Eat more calories (preferably healthy ones)

Yep, get your diet down. Get good quality sleep. Have a routine.

First identify your goals and make a plan around that. Be a realist and find what works for you, you have options.
Generally you should probably abide by some common principles though.

Looking to bulk and gain some extra healthy weight? Calorie surplus, little bit less cardio.
Looking to lose some weight and build muscle? Slight calorie deficit, more cardio.

Take some time to prep out your goals. Avoid all the unnecessary BS you see and the new trends. Stick to what's tried and true.

Eat clean, I'd recommend meal prepping. This is not only more convenient in the long run, but it's also just an easier and more efficient way to stick to your goals. Make meals in bulk, and freeze them. Have a plan so you don't have to think about it.

Diet is king. By abiding by that and spending just 30 minutes of good solid work in the gym with a good rotating schedule, I'd think you'd see some good results with time and discipline.

Oh, and take some time to learn how to cook. I used to try to eat just plain tasteless dry chicken, and other bland meals.
I would just hate eating it. Learn good seasoning techniques and you will actually enjoy doing it. It makes it easier.

Stress and not eating for gains is 2 of the main factors when wanting to build muscle.

Stress often sleep-derives you, and not eating enough will have the opposite effect of gaining.

Get some food in, do as GLYC123 mentioned, quality sleep, and keep up with the same routine, and progression.
