Alright so I push the start button, the fans spin, CD spins, hard drives spin, GFX card is on, but the screen stays off and the lights on the keyboard and mouse don't come on.
I don't know if BIOS is failing to load or if it's a MOBO problem or a PSU problem. Any suggestions would be appreciated.
As of now I don't have any spare parts to try troubleshooting with.

Try resetting the BIOS to defaults. Also make sure the time/date in the BIOS is correct.
The "time" is usually in a 24 hour clock.

Reconnect everything and try
If that fails connect bare min and 1 ram stick then add parts 1 by 1

By removing and replacing CMOS battery.

I have also seen a RAM stick cause this... usually by being loose in the slot. Or dust in the slot, etc.

I've tried reconnecting everything, swapping ram sticks, single ram stick, ram sticks in different slots, single hard drive, did the CMOS battery (pushed start to make sure it was trained).

This reminded me that I've had this problem before with the same PC or something similar. Damn OCZ (shake fist)
I just tried one of the ram sticks in different slots and it booted. The other one didn't.

I once had a problem with no image on the monitor... It was a loose RAM stick. The hardest part of troubleshooting it, was after I re-seated it, the RAM would work fine for a while.
But I live in a very old building, the floor sags a bit and bounces when I walk heavily on it. Occasionally, just walking by the comp, in a heavy footed way, would be enough to make the RAM lose contact in the slot.

Took me forever to figure that one out. I was about ready to start believing in ghosts.

Are you using an AMD cpu and is it properly seated? No pins bent or anything? CPU can play a huge factor.
