With 117 fcr your lightning and chain lightning will hit 12 frames.
That amount of fcr will also set you to a 105 teleport fcr breakpoint which is quicker than 125 fcr paladin, if you have any experience with paladins.

Talking fhr, I'd personally go for 86 which will make you hit 8 frames. Should be enough and easily achievable with spirit monarch since you want vita sorc. Wearing enigma might save you tons of strength points which means more health



You can also go for vipermagi and lidles etc but you will lack fhr with the build. Your choice

use spirit and you have enough fhr
you can get a 5fhr sc to get 60 if you want but it's not important at all
