More specific use (what games, what programs): CS:go, d2

Do you need an Operating System?: Yes.
Do you have any specific preferred components?:No.

Do you want stock cooling or do you plan on overclocking?: I dont plan on overclocking.
Do you need a monitor? mouse? keyboard?: No to all.

What are your preferences in case style? (lights, flashy, dull, etc) Doesnt matter.
Are you looking for upgrade-ability? Not really but doesnt hurt.
Do you have any preferred brands? No.
Can you reuse any components from an older build? Rather not.

Link me your local sites you can order from. USD equiv of krona is what you mean yes?
Selection in sweden/norway is very limited unless you ship from far which raises cost drastically iirc.
So no point doing a EU pcpartpicker list as most of it will be way more or not even available near you.

I would like to see if it would be possible to build a decent one for 8000 swedish crowns, with AMD Ryzen 5 3600 as The core

Would it be a huge difference if I would go for another core like this and then I can get a cheaper motherboard?

powercolor is a shit brand hence why I stayed away from it.
You may be fine and you may not, question is you wanna risk it?

2600 is last gen in which case you lose 20% performance out the gate.
But you may save on the mobo, the biggest cost is the fact that mini/itx costs more generally.
If you skip looks/size i could bring it down probably 1-2k krona
