I do not have a clue which War Scepters I should keep.

I know 3HS is very good. But I do not have any clue about other skills... Is War Scepter used for CTA only? What about 3FOH without other skills?







And what about the blue ones? (see 2nd post)


what would be a perf blue scepter? What would be a perf white one?
