Because not everything that is a primal is guaranteed to be much better than a well rolled ancient piece. In fact, I have found many "almost good" primals that were outdone by ancient pieces I had.

So, yes, it can be a trophy. This isn't complicated. Just because it's primal doesn't make it good whatsoever when it comes to the variety of rolls it can have, thus a primal with virtually every useful combination of attributes across the board = trophy.
