It comes with a stock fan that will handle a mild oc.
When you need more power buy a real cooler and oc it.
But you said you didn't want to OC.

2070 build pretty similar to Art's build, just drops a little bit of motherboard quality for a slightly faster SSD and a factory OC 2070 (also a little over budget). That being said, if you're only playing at 1080p, a 2060 will be plenty. 2060 build has a better cpu/cooler/mobo combo so will offer more cpu headroom, and a better power supply.
