Are libertarians not allowed to recognize that one person deciding they dont want to become a police officer doesn't reduce the number of police officers hired?

The more perverse observation is that if good people shy away from the police force and other positions where power is often used immorally, the positions are filled with generally worse people who have less of a problem abusing their power and abusing people.

Parts of The road to serfdom were written about a similar concept, where the shittiest of authoritarians who are more willing to use coercive violence to get people to comply with their policies are the ones who rise to the top.
