Topic...... It's not on startup processes list, so idk why it's starting automatically or how to prevent it from starting automatically.

what windows? if windows 10 try...

Press windows + R
type “shell:startup” hit ok
if a shortcut is there delete it

yes windows 10, and no there was no shortcut there for skype :/

click on the 3-dot menu in skype
select settings > then General
un check Automatically start Skype
restart pc

There is no uncheck "Automatically start Skype" option

update ur skype first.
reinstall it if needed.

if that doesn't work i have no idea, I'd assume a rouge registry entry.
in which case when you uninstall it run ccleaner registry tool before reinstalling.

it's not the desktop app, it's the microsoft app... and i'm pretty sure it is up to date as i dont' see an option to update it
(It's not on my list of programs installed.... (in control panel/uninstall))

It dawned d on me it may be a service.
Start the run cmd again and type services.msc
See if its in there since it's an app.
