Its solid, will be more active when the ladder resets!
Lvl 30 is most common!

1 not much active these days in pubs
2 most active ladder and nl is 30 but often ppl has lvl 18 maybe 9 not much 49
3 assa is same char as another 6 so same rules you can check in my profile 30 rules by Ferdia made in Europe
4 you can use ctc skills just you cant use amp by the rules in tournament i guess would be fair for kicker to have ctc amp as its not best tier to play
5 ye melee assa can go 59 lvl to use ww by eu mld rules if we talk about lld you should go 30 lvl or less

So according to this i can build kick/ghost hybrid with lawbringer at one side and chaos + other claw at other side and cast decreap and be char level 59.

Amplify dmg is mention as none-allowable, meanwhile there is nothing about decreap. Slow is only mention banned as an item stat, not as via the decreap curse. Maby i should try some fcr for mb, i dno xD

mld is pretty dead afaik

Not sure about the mld rules but decrepify should not be accepted. That would just be plain stupid and veeery borning for both. Maybe its just common sence if not stated? But idk about those rules
