What is the best tal rasha build for hell, when you dont have infinity?

Yup. Tal Rasha's kit is lame for lightning build. So, her best build is always cold for sure such as Frozen orb with some lightning skills (Thunderstorm), not all her synergies because it will cost too many skill points. Before creating your character, always plan to invest the skill points needed for your build, including all the skills quest through your journey.

So FO/FB and thunderstorm?

Still ok for light, 43k possible. If no infy yes, cold fire or cold light hyb.

No. Blizzard and Lightning have too many synergies to max. Since you are limited in skill points you wont be able to max them all.

Tal set without Infinity is either Blizz or Hybrid(Cold/Fire).
Make sure you hit the 105 FCR BP.

20 Frozen Orb
1 Cold Mastery

Light Tree:
1 Telekinesis
1 Teleport
optional : 1 Static (killing Boss in full games, useless in 1-4 players game)

20 Meteor
1 Fire Mastery
